Document Everything.

The FBR expects you to show where every asset came from. Keep records of each asset, transfer and source of money so your wealth statement reconciles. Roshan Digital Account rates are lower, but only if you open one before you give up overseas status.

FBR Form 114 - Wealth Statement

Wealth Reconciliation Formula

Your opening net assets + declared income - declared expenses must equal closing net assets. Any gap you can't explain can be taxed as undeclared income.

Before applying an ordinary marginal rate, check FBR Section 51. A qualifying Pakistani citizen who was non-resident in each of the preceding four tax years may receive foreign-source income relief in the year residence resumes and the following year. Residence, source and investment classification must be checked; the RDA comparison below does not determine that entitlement. Its selected percentage is an illustrative marginal rate, not a complete tax-band calculation.

Naya Pakistan Certificates (NPCs) via RDA attract a 10% final withholding tax - no additional filing required. Compare this to standard progressive rates on fixed deposits.

ATL Status & Key Obligations

The FBR publishes an Active Taxpayer List (ATL) annually. Taxpayers who file their annual return appear on the ATL. Not appearing means much higher withholding tax: property purchase/sale WHT rates double, banking transaction taxes increase, and vehicle purchase taxes rise materially. For returning overseas Pakistanis bringing large capital home - buying property, cars, or making investments - ATL status is essential. File your tax return for any year you had Pakistani income, even from abroad, to maintain ATL presence.
The State Bank of Pakistan set up the RDA to attract overseas Pakistani remittances. You must open the RDA while still classified as a non-resident Pakistani. Once you establish permanent residence and relinquish overseas status, you lose RDA eligibility. Open the account while still in Dubai, fund it before departure, and lock into NPC yields. After you move, the 10% withheld on NPC profit is the final tax, so you don't declare it again on your return.
Every asset visible in your closing wealth statement must have a documented source. Foreign remittances from your UAE salary should be supported by bank transfer records, Emirates NBD or FAB statements, and payslips. IBKR account statements showing the original investment from remitted funds form part of the source trail. The FBR compares your declared income with the assets it can see. Unexplained assets are assessed as income taxable at your marginal rate plus penalties.
Section 51 exempts all foreign-source income in the tax year you become resident again and the year after, if you're a Pakistani citizen who wasn't resident in any of the previous four tax years. No foreign tax needs to have been paid, so UAE income qualifies. After those two years, Section 102 only exempts foreign salary that was taxed abroad, which UAE salary isn't. Foreign investment income is then taxable, with credit for any foreign tax paid under a treaty (UK tax on UK investments, for example). Keep IBKR annual statements to show where gains came from. Doing the cost-basis reset first also makes the reconciliation simpler.
